Deficiency to plan to SOP

A CCC deficiency moves through four stages, in order: extract, investigate, plan, then review SOPs. Each stage feeds the next, and the order exists because a plan written without evidence fixes the wrong thing.

Extract

You upload the statement PDF. The licence number, audit date, issue date, response window, regulation cites and Metrc package tags are read from the text by exact matching. The model then reads the prose and, given that closed list of cites, splits it into numbered findings and says which cite goes with which. Two uploads of the same PDF produce the same facts; only the wording differs. A repeat of a statement already on file is flagged Duplicate.

Investigate

Run investigation checks each finding against your own records: does inventory still hold the cited package, was it sold and by how many different associates, had its lab test or expiry lapsed, did an expiry warning go out first, and does an existing SOP already require what you were cited for. The result is a set of facts such as "Sold after testing had expired" or "Your SOP already requires this". Staff names are shown to you but stripped before anything reaches a filing.

Plan

Generate correction plan gives the model the findings, the investigation facts and, when available, your past correction plans, and asks for one corrective action per finding with a timeline and a compliance date. You choose the tone and can add instructions. You edit the result, attach evidence, and file it with the Commission by email as a PDF. A copy of exactly what was sent is kept.

Review SOPs

If the investigation found no SOP requiring the cited practice, the gap is procedural and Review SOPs opens a change case with the deficiency as its intent. Proposed patches are reviewed and accepted into drafts like any other case, then published. The case shows From deficiency and the deficiency lists its change cases, so the loop is visible from both ends.
