SOPs, coverage and change cases
The four tabs of the SOPs screen are four views of one thing: what you must have, what you have, what is changing, and the building it is all written against.
Library: what you have
An SOP is a document with versions. The draft is what you edit; the published version is what the floor runs on. Publishing freezes the draft as the new published version, marks the old one superseded, and opens a fresh draft copy. Only published versions count for coverage, appear in exports, or are searched when proposals are written. A draft is never policy.
Coverage: what you must have
Coverage takes each written-procedure requirement derived from the regulation and asks whether your published SOPs answer it. The AI adjudicator searches your library, picks the sections that fit, and records Covered, Partial or Missing with a one-line reason. Someone who can manage SOPs can overrule it with Mark covered and the like; their answer outranks the model's and survives rebuilds. Publishing an SOP re-checks every answer that cited it. A Missing or Partial row offers that person Draft this SOP.
Change cases: what is changing
When the building or the operation changes, you open a change case and describe it. The assistant retrieves the published sections the change touches and proposes surgical patches: edit a section, add a section, or create a new SOP. Each proposal is accepted or declined on its own. Accepting writes the patch into that SOP's draft, and only if the draft is clean, so your own unpublished edits are never overwritten. You still publish.
Premises: the building it is written against
The Facility profile is a plain-language description of your rooms, doors, shared equipment and constraints. Every drafter and proposer reads it, which is how a draft says "the basement packaging area via the shared elevator" instead of "the packaging area".
The loop
Describe or draft, review, publish. Coverage re-checks. A change or a deficiency opens a case; accept, publish, coverage re-checks again. Nothing the assistant writes becomes policy without a person publishing it.
